Joint statement on the constitutional court judgement in constitutional petitions no. 25 of 2020 & 10 of 2017 on termination of pregnancy in Uganda

On 14th November 2025, we received the long-awaited judgment in Constitutional Petitions No. 25 of 2020 and No. 10 of 2017, challenging the State’s omission to formulate and enact a law regulating the termination of pregnancy in Uganda, in line with Articles 22(2) and 79(1) and (2) of the 1995 Constitution. This judgment follows an extensive litigation journey that began in 2017, marked by multiple hearings, reconstituted panels of Justices, and repeated adjournments for judgment on notice.

Its issuance represents a significant moment in the ongoing struggle for clarity, constitutional compliance, and protection of reproductive rights in Uganda.

The Coalition to Stop Mortality due to Unsafe abortion (CSMMUA) is a dynamic and passionate alliance, uniting voices from all walks of life-healthcare providers, legal experts, researchers, grassroots activists, bloggers, and development partners – who share a common goal: saving lives and protecting reproductive rights.
Since its founding in 2012, CSMMUA has been a driving force in the fight against maternal mortality caused by unsafe abortion envisioning a Uganda where no woman suffers or dies due to unsafe abortion.

CSMMUA Strategic Plan Campass 2024 – 2028

We are cognisant of the fact that one of our key strengths as a Coalition is our collective power; therefore, building collective power amongst Coalition Members is at the core of CSMMUA. The Coalition is also cognisant of the fact that while it has a relatively large membership across the country, giving it presence in a wide geographical coverage it seeks to serve; the expanded nature does not translate into corresponding action and sustained interventions due to capacity gaps, lack of value alignment, lack of resources to undertake safe abortion work, fear of the impact of punitive laws and capacity gaps at the Coordinating Secretariate.

This Strategic Plan will invest in reinforcing and strategically strengthen the Coalition in the existing geographical areas such that the membership can deepen their community work, social mobilisation, and advocacy.
